University Rector: "Without universities there is no future for Sardinia and for the country"

Dear friends,

we decided to give you a hard copy of the Italian University Reform Law No. 240 published in the Official Gazette dated January 14, 2011 (Regulations on the organization of universities, academic staff and recruitment, as well as enabling Government to enhance the quality and efficiency of the university system): a reform that we wanted very different, more attentive to the right to education and the needs of young researchers, more capable of enhancing the academic traditions and develop networks of international relations, a more generous reform and less punitive. Now that the DDL

Gelmini has become state law, we will be busy writing the new status, with only one aim: to maintain and extend the autonomy recognized university art. 33 of our Constitution.

We will not be carried away by sterile resentments, nor do we give up before the policy of cuts ordered by the Government, but to account for their conduct to the Minister, the President of the Conference of Rectors, the Region, local administrators, of course, ready to respond of any action taken by us, to ensure transparency in our decisions, to ensure that there is not only legitimate but also correct in substance, to decline the Ministerial directions in relation to our history and our culture.

Without the universe there is a future for Sardinia and for the country.

So we all work to build a new model of university to found the new governance, to create opportunities and space for flexibility. We are facing a difficult year, hard, full of contrasts, which we will deal with an open mind, willing to listen and understand the needs of all without succumbing to the easy temptation to use the ax to cut Colleges and Departments, but the proposed building sustainable over time, to encourage synergies and promote scientific rational combinations. We assume no responsibility to give general guidelines, after hearing the opinion of all. Appoint a Commission office and promote a conference of the University that democratic debate lines of reform.

Once again we are on the first part of students and researchers and all our efforts will be directed to defend their rights but also to ask for commitment, responsibility, decided to evaluate the work of each and meet us at our limits and our inability.

We welcome the fact that the President Napolitano promulgating the Law Gelmini has put emphasis on certain key aspects of the measure: while the reference to ordini del giorno approvati dal Senato della Repubblica il 21 dicembre che invitano il Governo a intervenire per sostenere le Università italiane. Anche il Presidente della Repubblica appare convinto che non si può riformare l'Università tagliando le risorse anziché incrementandole.

Fondamentale è anche il richiamo al metodo democratico del processo di riforma che prenderà ora l'avvio e che deve svilupparsi nel tempo: è necessario l'impegno del Governo per creare un clima positivo e cercare un costruttivo confronto con tutte le parti interessate. La legge di riforma non può chiudere gli spazi di democrazia, non può limitarsi a liquidare i senati accademici e a potenziare il potere dei rettori e dei direttori dei dipartimenti, ma deve avviare un processo di partecipazione e di crescita degli atenei italiani.

Altra osservazione fondamentale è relativa all'articolo 6 e alle modalità di attribuzione del titolo di professore aggregato ai ricercatori a tempo indeterminato: il presidente Napolitano, in sostanza, riconosce la fondamentale funzione docente svolta dai ricercatori e afferma la necessità che il titolo di professore aggregato non venga assegnato a intermittenza mese per mese, gate at the end of each academic year.

To build the future of the University, as we undergo a restricted period, we must also find the courage to practice decisions involving discipline and responsibility, building consensus and reduce strain and discomfort, making even the last load. It should then formulate some core values, like freedom of teaching and research, the real possibility of access to higher education for students of cultural and social promotion for deserving students, whatever their social background, geographical or cultural. You can not think of general increase in student fees in this difficult time, but the lever of taxation should be used to encourage students to complete the studies.

must now look ahead with an operational perspective, indicating the objectives, priorities, instruments and, where possible, available resources, to encourage virtuous processes and to grow our university, taking into account the history of the world, its complexity, Its wealth of human and scientific content: a European university is also projected in the Mediterranean, quality, able to compete in an international comparison, but deeply rooted in Sardinia that does not betray its original identity. We have not faced a problem only trivially quantitative indicators to be met.

That today is above all a big cultural challenge, made in civil passion and personal commitment, make sure that we realize what we are not able to do. We have a strong sense of limitation of actions of individuals and lively feel the need to build alliances and to find synergies, to hear the opinions of all, to link their territories and the experiences of Sardinia. It will not be easy but it is certainly our intention to try, with optimism, energy and desire to do. With all those who want to help us in this difficult path.

is for these reasons that we find opportunities to discuss with all the teachers, the staff and students of our University of the stages through which we get to the application to our reality of the law 240.
